167 valid while scrutiny in two constituencies’ adjourned

ITANAGAR, Sept 26: Scrutiny of nominations of candidates were completed today barring Dumporijo and Hayuliang constituencies. Nomination of 58 candidates of INC, 19-BJP, 35-NCP, Janata Dal United-3, All India Trinamool Congress-27 and People’s Party of Arunachal-11 and Independents 14 were found to be valid.

Scrutiny of the two constituencies have been adjourned till Sept 29, which is also the last date of withdrawal of nominations. The Election Office, refused to divulge the details why the process of scrutiny in two constituencies were held up.

History was created with Chief Minister Dorjee Khandu representing Jung-Mukto, Tsewang Dhondup of Tawang and debutant Jambey Tashi of Lumla Zemithang constituency, all from Tawang found themselves elected uncontested. It remains to be seen what verdict electorate would give in other parts of the state.

KOLORIANG: The papers of all nine candidates in Kurung Kumey were found valid.

YINGKIONG: The nomination papers of nine candidates were found valid. Former Chief Minister Gegong Apang is tied in multi cornered contest in Tuting-Yinkiong ST L/Assembly constituency. In 40 Mariyang-Geku ST L/Assembly constituency five papers including that of sitting MLA J K Panggeng were found valid.

PASIGHAT: In East Siang all nominations were found correct.

ANINI: Nomination papers of Rajesh Tacho of INC and Eri Tayu of NCP were found valid while the papers of BJP candidate was rejected during the time of nominations itself because of incomplete papers.

BOMDILA: Altogether 12 candidates had filed in their nominations for the ensuing Assembly Elections in the district. In the scrutiny that followed, the candidature of all the aspiring candidates were accepted except for one PPA, who had filed his nomination as substitute for official nominee. Sanjoy demands special strategy to counter China threat

ITANAGAR, Sept 26: Congress MP from Arunachal Pradesh Takam Sanjoy today alleged that China was creating problems on the border with the state and demanded a special defence strategy to counter the threat.

'There is no doubt that China is trying to foment trouble on the border in the form of intrusion or building infrastructure, but India has to counter the threat," Sanjoy told news agency.

'India will be safe if Arunachal Pradesh is safe and the 1080-km border with China has to be protected at any cost," the young MP said.

Referring to the recent denial by China of border intrusion in Ladakh and Arunachal Pradesh, Sanjoy said massive investment needed to be made to protect the border.

"The Chinese have been building national highways, modern bunkers and developing infrastructure on their side of the border and India should do the same to counter this," he said.

The MP said a meeting has been convened by the Parliamentary Standing Committee on External Affairs on October six in New Delhi where the country's relation with China will be discussed.

Sanjoy, who is also the general secretary of the North East Congress Coordination Committee, said a separate base for the Indian Airforce has to be set up in Arunachal Pradesh.

NCP calls for rectification of erroneous E roll

ITANAGAR, Sept 26: If records are to be believed, not everything seems alright with the electoral roll of 39-Mebo assembly constituency. 47 voters were enrolled without their cases being heard nor documents examined, while 44 underage (as per RTI records voters) were enrolled. 93 residents of the Constituency who are of legally voting age were not included while 58 individuals who were enrolled in voters lists of Padu and Silli Village in Upper Siang are also included. Advisor K Borang to NCP nominee believes ‘such gross violation of laid down norms and rules’ are handiwork of sitting MLA and ERO, Mebo.

Ralom Borang, official NCP nominee had written to the District Electoral Officer expressing his concerns at probable deletion of bonafide voters who had exercised their adult franchise in the last Parliamentary Elections. Finally, their names were found to be deleted only after the final publication of the E-Roll. The voters whose names were deleted in the final publication knocked the door of the court. The High Court in its judgement of Sept 17 had directed the ERO Mebo to examine, consider and dispose off their duly filled in Forms-6 in accordance with law on or before Sept 25.

Kaki Ratan, General Secretary NCP Mebo Unit meanwhile wrote to the DEO asking for deletion of those names that already existed in E-Roll of Mariyang Constituency.

Borang said that ERO and DEO despite repeated request did not take any actions.

ERO sent a report to the DEO that there was no addition or deletion in the process of continuous updating of E-Roll whereas ERO Mebo, in his notification dated Sept 11 order no.MOE-357/09 had fixed the date for hearing and objection. Accordingly, all the claims were made in Form 6 and Form 7 for inclusion and deletion and submitted in bulk. During hearing, spot decisions were made whereby many deletions and additions were done, the advisor further added.

Making the details available to the media, Borang further sought the intervention of Chief Electoral Officer to rectify all the misdeeds before it’s too late.

Boli claims and counter claims continue

ITANAGAR, Sept 26: While welcoming the demand of the collectors/investors under the banner ‘Boli Victimized Women Group’ for formation of an enquiry committee to unearth the entire truth of Boli episode, the Boli Victims Oppose Committee (BVOC) formed by the other ‘woman victim members of the Boli’ today reiterated their demand for complete ban on the ‘illegal and immoral’ Boli Game.

Denying the allegation of ‘masterminding the entire crisis by a clever woman’, the VBOC said ‘we oppose the entire present system of the Boli game and don’t want to invest in it.’

The Committee in a release said that it has served an ultimatum to district magistrate, Capital Itanagar for immediate intervention and issue necessary directive for blanket ban on Boli on or before Oct 29, failing which, it said, would resort to democratic movement.

However, the Boli collectors/investors yesterday denied playing the game and said that they are seeking their investment back.

Tai Khampti Development Soceity expresses concern at use of opium and alcohol

ITANAGAR, Sept 26: Tai Khampti Development Society while expressing concern at use of opium and alcohol during the electioneering process for a personal mean and vested gain appealed all concerned not to indulge in such practices in the larger interest to “save the vanishing breeds and the societies”.

“It is a known fact that Khamptis and the Singphos are already reeling under burning menace of drug in varied forms. The society, as a whole, has degraded to an alarming position. There are reminiscing trends seen in all fields due to this monster effect, be it in field of social, economic, educational fronts” it said in a release.

With the passage and advent of series of Elections, the supply of the contrabands to users has increased manifolds. It has been observed the use and supply of opium drug and alcohol by the parties in Khampti-Singpho dominated area free of cost to woo voters have reached its undesirable proportion which is sure to cause further serious ill effect to these dying communities in particular and the society in general, it said.

NCP urges for declaration of hyper sensitive constituencies

ITANAGAR Sep 26: Nationalist Congress Party of Arunachal Pradesh in a letter to the Chief Election Officer apprehends anti-social elements working in 17 assembly constituencies and urged that these constituencies be declared as hyper sensitive.

NCP urged for deployment of sufficient forces in 12-Pakke-Kessang, 13-Itanagar, 19-Nyapin, 21-Koloriang, 28-Likabali, 36-Nari-Koyu, 38-Pasighat, 41- Anini, 48- Lekang, 50-Miao, 51-Nampong, 52-Changlang South, 53-Changlang North, 54-Namsang, 56-Borduria-Bogapani and 60-Pongchau-Wakka.

The party further requested to seal Tirap and Changlang districts so that anti-social elements from across the border are checked from interfering in the peaceful process of election.

Poll officials rearing to go

ITANAGAR, Sept 26: The first phase of the 4 - day election training for Poll Officials successfully concluded at Khonsa on 26th Sept.’09. Fresh from the all important training, the Poll Officials are fully prepared for the real thing slated for 13th Oct’09. When asked by this reporter, a Poll Official said that the training has been of enormous help and that it has instilled confidence in the Officials. He added that the training had helped in brushing up their knowledge and that it was a real boon for the first timers. Earlier, with an aim to holding flawless and error - free Assembly Elections in Tirap, District Election Office, conducted the first phase of training for the Presiding Officers who are key persons for smooth conduct of Polls. Sachin Shinde, IAS, Assistant Commissioner (Election) inaugurated the training at NBF Hall Khonsa on Sept 24. In his inaugural address, Shinde said that without coordination among the officials it is not possible to hold elections and asked the trainees to cooperate with the Election Office. He appealed to them to take the training seriously adding that such training would familiarize them with all the aspects of poll process and would be handy for them. He asked them to go through the handbook properly.

The training was efficiently conducted by master trainers D.K.Tyagi, A.K. Mishra, A.N. Shah, A.K. Tiwari, and Er. Tage Nipa. Mobia Tai, Nodal Officer for training coordinated the entire training process. Both theory and practical training was held. During the training all doubts and queries raised by the trainees were clarified by the Trainers. Demonstration on use of EVM was also held for the trainees. Mock polls were held to educate the participants. The trainees were asked to handle the EVM by themselves to acquaint themselves with the machine. At the end of the training forms were given to the participants for filling up to test them. Altogether 50 presiding officers took part in the training. The training for the next batch was held on the same day in the afternoon in which 48 trainees participated. Similar trainings are also being held in Longding, Deomali, Kanubari and other outposts. The Master Trainers have already left for their respective training places. (DIPRO)

Sea changes seen in CHC Deomali after VHAI take over

ITANAGAR, Sept 26: Voluntary Health Association of India (VHAI) has been delivering quality healthcare in Community Health Centre (CHC), Deomali, Tirap District since August this year under the PPP project of NRHM. There are significant improvements in different areas of healthcare delivery in CHC. In the month of August 1,352 patients were treated in outdoor and till 26th September 1,673 patients were registered in CHC OPD. It’s noteworthy that when the CHC was managed by the State Government the OPD registration for the months of April, May and July 2009 were 599, 652 and 593 respectively. Likewise, there are improvement in services and increase in patient-load in other units of the hospital like Indoor, Emergency and Labour-room.

The epidemiological estimate finds that at least 2,200 patients would now be treated at Deomali CHC every month, which means 365% increase in the patient load after its being managed by VHAI. In fact, this estimate is applicable for the OPD, Indoor, Emergency, OT & Labour -room which does not include immunization, health-education and other services.

The OT is likely to be fully functional from mid-October, and then the CHC could work as a First Referral Unit (FRU) from November 2009.

It’s noteworthy that VHAI has deployed twelve Doctors in CHC that includes five part-time Specialists, five fulltime MBBS-qualified Medical Officers, one Dental Surgeon. Deomali now attracts patients from different areas of Tirap district, as people from far places rush to Deomali for treatment as they like the improved facilities provided free of cost and the availability of experienced Doctors and dedicated staff round the clock.

Reports from the districts on assembly polls

ITANAGAR Sep 26 : Central Observers Manish Saxena, for 14- Doimukh and 15- Sagalee and Subir Kumar for 13- Itanagar AC arrived in Capital yesterday to observe the election process of the mentioned Assembly Constituency.

TEZU: The Election Observer for 44 Tezu – Sunpura Assembly constituency, R.P Sisodia, IAS is at Tezu to oversee the entire election process .Members from political parties/individual can contact him at his HQ at Tezu Circuit House.

BOMDILA: The Election Commission’s Observers for the district, L. Satya Srinivas, and SP Kadu Patil, for the 4-Dirang & 5-Kalaktang and 6-Thrizino-Buragoan & 7-Bomdila AC segments respectively took stock of the poll preparedness in the district after reaching Bomdila. The duo attended the scrutiny today in the office of the Returning Officer Swati Sharma.

PASIGHAT: R.N. Jha and Santosh Kr. Yadav, the election observers convened a meeting today with DC/DEO, SSP, admin officers and contesting candidates of East Siang District.

The observers focused on election commissions directives and appealed all to follow it thoroughly to conduct a free and fair election.

The DEO Onit Panyang discussed on Dos &

Donts issued by ECI so that peace and tranquility is maintained and voters could exercise their rights in a peaceful manner. Time and again Panyang urged to verify the RC of vehicles and ILPs of drivers/handymen while hiring vehicles from outside the district/state. While talking to the candidates and their workers he appealed to follow the model code of conduct.

The SSP D.C. Srivasatava (IPS) informed the house that 2,100 licensed arms have been deposited so far and security personnel are

strictly checking vehicles and ILPs.

Two companies of ITBP would reach Pasighat on Sept 27 and 100 IRBn personnel are expected to be arriving on 1st October next as additional forces. Forest guards would also be deployed on the poll day Srivastava appraised. Beside the DEO, the SSP also appealed the candidates to give prior information about the arrival of the Parties Star Campaigners and to obtain prior permission from the competent authority so that proper security could be made for the VIP.

Among others, the contesting candidates Ralom Borang, Tangor

Tapak, Bosiram Siram, Lombo Tayeng, Kaling Moyong, Omak Apang and

K. Ringu and Oyem Dai were present in the meeting.

Meanwhile, the DEO East Siang informed that all nominations filed, have been scrutinized, found correct and accepted.

ANINI: Two nomination papers of Indian National Congress (INC) and Nationalist Congress Party were found valid during scrutiny for the lone assembly segment of Dibang Valley district, which will go to poll on Oct 13 next.

Meanwhile Election Observer, M V S Rami Reddy, IAS has arrived here today. He reviewed all the poll preparedness made by the District administration and expressed his satisfaction.

Seppa: A coordination meeting for the free and fair conduct of the ensuing Legislative Assembly Election firmly slated on 13 next was, called on by DC cum DEO East Kameng District in Presence of election observer for East Kameng M.Devaraj and Rajagopalan, IRS with all the candidates of various constituency today.

Briefing the house, the DC cum DEO Pige Ligu, emphatically pointed out that free and fair conduct of the election largely depend upon the candidates. He exhorted all the candidates to maintain the model code of conduct and asked them to strictly suggest their supporter not to create any kind of problem during and after the election.

While highlighting the poll preparedness, Ligu informed that the roads connecting all the circles of the district have been cleared and has deputed the engineer in order to clear in case of unpredictable blockades. The randomization of the EVM shall be conducted on Oct 4 next.

Election observer, M. Devaraj asked all the candidates to maintain the election code of conduct to exercise maximum democracy during the election.

R. Rajagopalan, IRS, express his hope of returning with good memory of election in the district. He asked all the candidates to conduct every thing in a peace and friendly manner.

Newly posted SP Raken Padu informed the house about the additional force acquired and asked all the candidates to cooperate with the police. He also expresses his hope of election to be conducted in peaceful manner as all the candidates are a senior politicians.

Senior leader, Kameng Dolo assured the house of peace, free and fair election. The veteran congress leader also request the observer not to be manipulated by any political party.

Kumar Waii asked the observers to suggest some concrete idea for those who cannot make it to the election booth due to some unavoidable circumstances.

Meanwhile there was some hot argument between Hemu Techi And Atum Welly, who are contesting against each other from 12-Pakke Kessang, when the former sought an information regarding the modus operandi adopted by the authority in order to restrict the under ground party from infesting into the state and the district as well. DEO Pige Ligu intervened and brough back normalcy. All the administrators of the district were also present in the meeting.

RGUSU’s swearing in ceremony held

ITANAGAR Sep 26: The swearing ceremony of the new executive body of Rajiv Gandhi University Students’ Union (RGUSU) 2009 was held at the University conference hall yesterday.

The oath and affirmation ceremony was attended by RGU Vice Chancellor Prof K C Belliappa, Controller of Examination Dr Tomo Riba and Dean of Students Welfare Dr Nani Bath besides other university faculties and students.

Dr Nani Bath presided over the oath of RGUSU president Tayuk Sonam. The first executive meeting of the new body will be held to discuss on matters relayed to the welfare of the students’ community of RGU on October 16 next.

NSS Foundation Day

ITANAGAR, Sept 26: Dr L Jampa SSO, Directorate of Health Services, delivered an informative and fruitful lecture on HINI virus in an orientation programme organized for the NSS unit of Govt Hr Secondary School, Naharlagun to mark the NSS Foundation Day.

Smriti to campaign in Arunachal

ITANAGAR, Sept 26: The Bharatiya Janata Party, Central Star campaigner and National BJP Secretary, Smriti Irani, popularly known to be Tulsi is scheduled to campaign for the party in Khonsa, Namsai, Hayulliang, Lohit, Pasighat, Yingkiong and Ziro from September 27 to 29.

APCC say thank you to Tawang

ITANAGAR: Arunachal Pradesh Congress Committee (APCC) and INC workers across the state thanked the electors of Tawang district for sending all three INC nominees unopposed as representatives of state assembly.

APCC said that Dorjee Khandu will be sent for the third consecutive term un-opposed from 3-Mukto (ST) Assembly Constituency which is a record in the political history of the state.

ASU appeals

ITANAGAR: Apatani Students’ Union (ASU) president Koj Tachang appealed the students and office bearers of the union not to take any political advantage in ASU’s name which may defame the image and sanctity of the union.

ASU president further urged the Lower Subansiri District Deputy Commissioner to arrange adequate security arrangement in the district particularly in the district headquarter to tackle any kind of untoward incident that may arise in the ensuing assembly election.

He also appealed to the people as well as the political leaders not to create any misunderstanding or tension amongst the peace loving people of the district for the sake of their political benefit.
